Letter to Louisa County Administrator

Dear Mr. Goodwin,

The signs on Mansfield Road near Chalk level and Goldmine roads or not following Louise is code enforcement. These are not the 3'x 4' signs in 3 inch lettering that is specific for Louisa regulations. The signs are approximately 2' x 2.5' and the lettering is no more than 2 inches on the largest part of the sign. This is totally against Louise regulations and needs to be addressed immediately. These farm signs, which I will send you pictures of, were just put out. However, the sign on Mansfield Road has traffic signs, that indicate that an application of sludge will be applied with in a day or so. This is against county rules for 30 days of sign notification to be displayed on the land.

Also, DEQ was not supposed to complete the permit process until after 23 November because the public had the right to petition them. Set backs have not been established with the public yet and as of now there has not been any extended setbacks scheduled for these properties. Panamint woods farm just put their sign up, yet there is the Louisa regulation that this sign is to be up for 30 days before any biosolids are applied. I have medical letters sent to DEQ and the health department with Dr. Denise Bonds for a 1 mile setback due to severe illnesses. This needs to be halted until all community setbacks are with in the time specified set by DEQ on November 23. I expect these applications should be halted immediately.

There needs to be citizens meetings on biosolids near them in a session to discuss particular objections. I have attached some of the regulations from the Louisa site on applications of biosolids. I thought this might be helpful for you to see where these regulations are not being followed.

least 30 days prior to the land application, the owner of the land, or someone on the owner's behalf post a sign not smaller than 48 inches in width and 36 inches in height, with black letters at least three inches high and a white background, or such other sign of similar size and make up as the county coordinator approves, on or near the site of application, visible to the public from the nearest public access which shall set forth the fact that biosolids will be applied to the land in the area, the name of the applicator, address and telephone number of a contact person for the applicator, and the name and telephone number of the county coordinator and certify the same to the county coordinator. Such signs shall remain posted until the application is complete.

Deliver to the county coordinator at least 30 days prior to the anticipated date of the land application:

a.

A copy of all permits, issued by the commonwealth, allowing the land application.

b.

A copy of all information required to be submitted to the commonwealth pursuant to 12VAC5-585-630, including the nutrient management plan, if required by the regulations.

Allow the county to take samples of the biosolids before application.

Allow the county to take soil and water samples before and after the land application.
